About Stephanie Mendiola

Between college and law school, Stephanie worked six years with the Guam Legislature, where she helped many individuals and families navigate the procedures of government agencies, assisting with the development of numerous public policy initiatives, including attempts to update the law on protecting life insurance from creditors. As senior staff of the Committee on Rules, she collaborated with staff of all 15 senatorial offices and over 50 central operations staffers to plan, organize, implement, train and transition to updated procedures and to incorporate tech tools to improve efficiencies. It was a rewarding but challenging experience that sharpened (and tested!) her ability to work with a multitude of personalities.  

 

During law school, Stephanie assisted low-income families with resolving tax disputes and settling tax debt as a student tax attorney, and helped families file their income taxes while working with the IRS Volunteer Income Tax Assistance program. She worked with the Maryland Legal Aid’s Foreclosure Legal Assistance Program in helping families navigate the hardship of foreclosure and sometimes bankruptcy. Her education and training also included Arbitration & Dispute Resolution and understanding the intersection of law and accounting.

 

Stephanie clerked with both the Superior Court and Supreme Court of Guam before opening her own law firm, Hinatsa Law PC, in 2017. Although the firm focused on public policy, government and business advising and transactions, Stephanie served several families in their initial stages of probate, in guardianship proceedings, and in closing stages of probate and divorce. 

 

She returned to public service in 2019 as General Counsel for the Guam Attorney General's Office under former Attorney General Leevin T. Camacho, where she served as the office’s Legislative Liaison, advised the AG and executive management, and updated and developed office policies. Her role expanded to address legal tech management and policy, government procurement, human resources, public communications, and federal grant program management. 

 

Stephanie’s broad experience and background paired with her personable approach and open personality positions her well to understand and serve the different needs and experiences of individuals and families of all shapes and sizes. And she very much looks forward to serving yours! 

 

Stephanie is the daughter of Geri Mendiola (Familian ‘Titang’ and Familian ‘Balachu’) and Steven Muna (Familian ‘Che’ and Familian ‘Pungco’). She works from Castle Rock, Colorado where she lives with Yoña Boy Carlos Sayama Eustaquio, their three fur babies, Bonita, Lady, and Kamten, and favorite United Flight Attendant, TJ Balajadia. When she’s not working, exploring or practicing jiu jitsu in CO, she is either traveling or is back in Guam where she lives with her family and fur baby, Sumo.
